The amendment creates an Independent Citizens Redistricting Commission of fifteen members to draw Florida's congressional districts after each census. Commissioners must be politically independent and randomly selected. The commission must hold public hearings, use transparent methods, and prohibit partisan bias in map drawing. Its plans require eleven votes for approval, become law sixty days after publication, and can only be challenged by the state supreme court. The commission operates independently of the legislature and governor.
